Cheng Yu are Chinese phrases, usually 4 characters long. This one means "to dot the eyes of a dragon." According to legend, there was once a guy that was SO good at drawing dragons they looked like they were ready to come to life. But, he never drew the pupils. When asked why, he said it's because his drawings were so realistic, if he did draw the pupils, the dragons would come to life and fly away. When his friends were like "I don't believe you" he said "bet" and finally dotted the eyes on one of his dragons. And, true to his word, the dragon peeled off the paper and flew away. The saying means "to put the finishing touches on something"
